What shutters and blinds actually cost in Pakenham.
PVC plantation shutters run $280 to $450 per square metre, timber $380 to $650. A four-bedroom Berwick or Pakenham home in shutters throughout lands between $9,000 and $22,000. Below is where every dollar of that spread goes, and how to tell whether a cheaper quote is genuinely cheaper.
Every figure on this page is a supplied-and-installed price including GST, for the Melbourne south-east in 2026. They are ranges rather than a single number because window furnishings are priced on area and complexity, not per item. Two houses in the same Cardinia Lakes street with the same floor plan can quote thousands apart once one has raked living-room glass and the other does not. The only way to get an exact figure is the free in-home measure, and we would rather you arrive at that conversation already knowing the shape of the numbers.

A worked example: four-bedroom home in Berwick
This is a realistic shape for an established four-bedroom, two-living-area home on a standard Berwick block, doing plantation shutters throughout with the material matched to each room. It is not a quote, but it is close enough to plan around, and it shows why the whole-home range is as wide as it is.
| Area | Specification | Cost |
|---|---|---|
| Living and dining | 4 openings, about 11 m², painted basswood, 89mm louvres | $4,600 to $6,200 |
| Master and ensuite | 2 openings, about 3.5 m², basswood plus PVC in the ensuite | $1,400 to $2,000 |
| Three bedrooms | 3 openings, about 5 m², basswood, blockout not required | $2,000 to $2,900 |
| Kitchen and laundry | 2 openings, about 2.5 m², PVC for the moisture | $750 to $1,050 |
| Running total, shutters | 11 openings, about 22 m², mixed material | $8,750 to $12,150 |
| Option: motorise the two high living windows | Battery motors on the raked glass above the sliders | +$300 to $700 |
| Option: alfresco enclosure | 2 zip-track drops, 3m and 4m spans, mesh | +$1,900 to $3,200 |
Add the alfresco and the motors and this house sits at roughly $11,000 to $16,000. Swap the timber for PVC throughout and it drops toward $8,000. Add shaped or arched openings on the front elevation and it climbs past $18,000.

What actually drives the cost
These are the levers, in rough order of how much they move a quote.
- Total area, not window count. Shutters are priced per square metre of opening. Four large living-room windows cost more than eight small bedroom ones, which surprises most people looking at a floor plan.
- Material. The gap between PVC and painted basswood is roughly $100 to $200 per square metre, which across 22 m² is $2,200 to $4,400. That single decision moves a whole-home quote more than anything else.
- Louvre width and frame style. Wider 89mm and 114mm louvres give a cleaner view line and cost more than 63mm. L-frames, Z-frames, bi-fold and sliding tracks all price differently from a simple face-fit.
- Shaped and oversized openings. Arches, angled raked glass above a living area, and anything over about 2.4m tall need custom engineering, extra stiles or a mid-rail. Expect a real premium and a longer lead time.
- Control type. Standard tilt rod, hidden tilt, cordless, or motorised. Motorisation adds $150 to $350 per blind and a hub adds a one-off cost to the house rather than per window.
- Minimum charges on small windows. A 0.4 m² toilet window is not billed at 0.4 m². It carries a minimum panel charge because the labour and hardware barely change. This is why per-square-metre averages mislead on homes with a lot of small openings.
- Access. Second-storey voids, stairwell glass and windows over a stair flight need extra labour and sometimes a tower. It is a modest cost, but it belongs on the quote rather than turning up as a surprise on install day.
How to read a cheaper quote
A quote can be genuinely cheaper because someone runs a leaner business, or apparently cheaper because something has been left out. These are the things worth checking line by line before you compare two numbers.
- Is the material named? "Shutters" is not a specification. PVC, basswood, western red cedar and aluminium are different products at different prices with different lifespans.
- Is it priced per window or as one lump sum? A lump sum makes it impossible to remove a room, compare against another quote, or check what the wet areas were specified as.
- Does it say who measures? If the quote is based on measurements you supplied, the risk of an ill-fitting frame sits with you, not the installer.
- What is the frame type per opening? A face-fit frame on a reveal that should have taken a recessed L-frame is the most common way a cheap shutter job announces itself.
- Are child-safety devices included on corded blinds? Cord guides and tension devices are a mandatory ACCC requirement, not an upsell.
- Is the lead time realistic? Shutters quoted at three weeks are either not really custom or the date will slip. Six to ten weeks is the honest number for made-to-order panels.
- What does the warranty actually cover? Ask specifically about louvre bow, paint finish, motor and battery, and fabric fade, and ask how long the person you are dealing with has been trading.
